100 people young Italian immigrants who have successfully completed Italian language courses and specific work training received a certificate from the Italian delegate. সবে মাত্র কভিড এর দুর্ভোগ হতে ইতালী অর্থণীতি ঘুড়ে দাড়াতে শুরু করেছে। চারি দিকে শোনা যাচ্ছে কাজের লোক পাওয়া যাচ্ছে না।
২০২১ সালে সরকার নতুন করে ইমিগ্রশনের ডেক্রেতো ফ্লসির মাধ্যমে বিদেশ হতে শ্রমিক আমদানির লক্ষ্যে নতুন কারে প্রস্তুতি নিচ্ছে। কভিড শুরু হবার মাদ্র কয়েকমাস পূর্বে ২০২০ সালে ফেব্রুয়ারী মাসে বাংলাদেশের প্রধানমন্ত্রী ইতালীতে আসেন এবং ইতালী সরকারের সাথে ইমিগ্রেশন বিষয়ে গত ২১ বছর ধরে কাঙ্খিত চুক্তিটি সই করে গেছেন। অবমুক্ত হয়েছে বাংলাদেশের কর্মীদের ইতালীতে কাজের সুযোগ যা ২০১২ সাল হতে বন্থ হয়ে আছে।
21 ডিসেম্বর 2021 এর প্রধানমন্ত্রীর ডিক্রি 17 জানুয়ারী 2022 এর অফিসিয়াল জার্নালে প্রকাশিত হয়েছিল, যা ইতালিতে কাজ করার জন্য প্রবেশ করতে পারে এমন বিদেশী কর্মীদের জন্য কোটা প্রতিষ্ঠা করেছিল। ডিক্রি সর্বোচ্চ 69,700 ইউনিটের প্রবেশ কোটা নির্ধারণ করে, যার মধ্যে 42,000টি মৌসুমী কাজের কারণে এন্ট্রির জন্য সংরক্ষিত ছিল।

অনেক বছর পরে ২০২২ সালে ফেব্রুয়ারী মাসে কাঙ্খিত ফ্লুসি ক্লিক ডে শেষ হয় ২৮শে ফেব্রুয়ারী । ১লা মার্চ যাত্রা শুরু হয় ইতাল বাংলা কর্মসংস্থান প্রকল্প।
29 ডিসেম্বর 2022 এর প্রধানমন্ত্রীর ডিক্রি 26 জানুয়ারী 2023 এর অফিসিয়াল জার্নালে প্রকাশিত হয়েছিল, যা ইতালিতে কাজ করার জন্য প্রবেশ করতে পারে এমন বিদেশী কর্মীদের জন্য কোটা ঘোষনা করেছিল।
নতুন ডিক্রি মোট 82,705টি কোটার জন্য কাজের জন্য 75,705টি এন্ট্রি অনুমোদন করে (যার মধ্যে 44,000টি মৌসুমী কাজের জন্য) এবং 7,000টি আবাসিক পারমিটের রূপান্তর। গত বছর প্রবর্তিত সরলীকরণের নিশ্চিতকরণ (পেশা এবং বাণিজ্য সমিতিগুলির দ্বারা প্রয়োজনীয়তার নিশ্চয়তা এবং অনুমোদনের উপর “নিরবতা-সম্মতি”) এর সাথে একটি নতুন পদ্ধতির প্রবর্তন রয়েছে যা আগে থেকেই যাচাই করার জন্য যে ইতালিতে ইতিমধ্যেই কোনও কর্মী উপলব্ধ নেই৷ 30 জানুয়ারী 2023 থেকে আবেদনগুলি সম্পূর্ণ করার জন্য ক্লিক ডে শুরু হয় 27 মার্চ 2023 সকাল 9.00 টা থেকে স্বরাষ্ট্র মন্ত্রণালয়ের পরিষেবা পোর্টালের মাধ্যমে পাঠানো শুরু হয়।
27 সেপ্টেম্বর 2023-এর মন্ত্রী পরিষদের সভাপতির ডিক্রি “2023-2025 তিন বছরের জন্য ইতালিতে বিদেশী কর্মীদের জন্য আইনী প্রবেশের প্রবাহের পরিকল্পনা” গতকাল অফিসিয়াল জার্নালে প্রকাশিত হয়েছিল।
প্রধানমন্ত্রীর ডিক্রি কোটার মধ্যে এবং বাইরে প্রবাহ নির্ধারণের মানদণ্ড নির্ধারণ করে, তিন বছরের মেয়াদের জন্য কোটা নির্ধারণ করে এবং পদ্ধতির বিধান দেয়।
২০২১ সালে ডিক্রি সর্বোচ্চ 69,700 ইউনিটের প্রবেশ দীর্ঘমেয়াদী কাজের 27.700 কোটা নির্ধারণ করে, যার মধ্যে 42,000টি মৌসুমী

ক) 2023 সালের জন্য 136,000 বিদেশী নাগরিক যার মধ্যে 52770 দীর্ঘ সময়ের জন্য ও 82,550টি মৌসুমী
খ) 2024 সালের জন্য 151,000 বিদেশী নাগরিক যার মধ্যে 61250 দীর্ঘ সময়ের জন্য যার মধ্যে 89,050টি মৌসুমী
৪ বছরে মোট কোটা 439.400 মোট দীর্ঘ মেয়াদী কাজের জন্য 173425 টি ও 257600 টি মৌসুমী কোটা দেয়া হয়।
ক) অ-মৌসুমী দীর্ঘ মেয়াদী কাজের জন্য মোট ৩৫ টি মেশের নাগরিকেদের জণ্য সংরক্ষিত :
2023 সালে 25,000 ইউনিট,
2024 সালে 25,000 ইউনিট এবং

Italian Ambassador to Bangladesh Antonio Alessandro has pledged that his embassy in Dhaka, with reinforcements from Rome, is taking steps to resolve the huge backlog in processing work visas for Bangladeshi nationals.
The assurance was made when he paid his maiden courtesy call on foreign adviser Md Touhid Hossain at the foreign ministry yesterday (2 October), according to a foreign ministry’s press release.
During the meeting, the foreign adviser conveyed the interim government’s strong commitment to deterring all forms of irregularities that hinder regular and robust migration from Bangladesh to Italy.
Both the adviser and the envoy also agreed to work towards concluding a bilateral migration and mobility instrument soon to ensure a robust and regular migration infrastructure.
The Ambassador commended the success of the Bangladeshi diaspora in Italy, engaged in sectors spanned across smallholder businesses, art, movie making, and so on, in garnering mutual socio-economic benefits for both countries.
The foreign adviser said that Bangladesh-Italy bilateral relations as intense, and alluded to the ever-growing multifaceted engagements between the two friendly nations in areas of inter-alia, people-to-people, business, education, and culture.
The Italian Ambassador echoed the adviser in having Bangladesh as a major economic partner of Italy through strong business ties in various sectors, including RMG.
The envoy urged Italy to expand trade and economic relations between the longstanding partner countries by projecting the myriads of business opportunities that Bangladesh offers.
On the Rohingya issue, both sides underlined the repatriation of the Rohingyas to their homeland, Myanmar, with rights and security.
The Italian Ambassador assured the foreign adviser of the continued humanitarian support to the Rohingyas in Bangladesh.

Alhamdulilah, we have received 4 visas for linking operators. We have received these 4 people’s work permits on 24 August. Only after 17 days later, we have collected their visas. In -Sha-Allah, they will stay in Italy within this month. We are elated to share this news with you. Through the BANGLA DREAM project, we got this success.
BANGLA DREAM PROJECT:
We would like to share with you that we are the Italbangla Association, which first introduced the Bangla Dream Project. The Italian Ministry of Labor has approved it. This project aims to migrate skilled people to Italy. This project is a pre-departure project -2024 “BANGLA DREAM” in collaboration with Ministero del Lavoro e della Politiche Sociali, Ministero degli Affair Esteri e della Cooperazione Internazionale, Ambasiata d’italia, Unicersita Stranieri Siena. Sponsor companies are Italbangla Association (serving the Bengali community since 1992), Greenland (professional training body among the most representative agencies in Bangladesh), Format (social enterprise and training institution accredited by MIUR active in the training sectors and social activities since 1999),Work- agency (employment agency supporting entrepreneurs both in Italy and outside national borders)
Alhamdulilah, Again, we are able to show our efficiency to migrate skilled people in Italy. Today, we have received four skilled visa through our Bangla-dream project. These four people are linking operators. They had work experience and received language training from Italbangla and got certificates through format. Our moto is to have work experience, learn A1 level Italian language and get visa.
We are the first to introduce the Bangla dream project. That helps to migrate skilled people with Italian language learners so they can move within minimum shortest time.

Two expatriate rights organizations have called on Chief Adviser Prof Muhammad Yunus to engage in dialogue with Italian Prime Minister Giorgia Meloni to expedite the issuance of visas for approximately 110,000 work permits granted by the Italian government for 2023-24.
The Bangladesh Migration Development Forum (BMDF) and the Bangladesh Expatriates’ Development Association made this appeal during a press conference at the Dhaka Reporters Unity on Sunday.
Speakers at the event noted that the Italian government’s 2023-2025 immigration decree set out a three-year plan for the legal entry of foreign workers, with a total quota of 452,000. In response to applications from Italian employers for 2024-2025, the Italian government issued work permits to around 110,000 Bangladeshi workers who had already submitted visa applications to the Italian embassy’s visa center.
Under Italian visa regulations, the embassy is required to process visa applications within 90 days of submission. However, many Bangladeshi workers have been waiting between 12 to 14 months for their visas to be issued.
The speakers also pointed out that, despite holding valid work permits, many workers have been unable to secure appointments to submit their visa applications for the past 6 to 12 months, further delaying the process. They highlighted the dire situation facing migrant workers, who, after spending large sums of money to secure jobs abroad, are left without income while waiting for work, some for as long as 12 to 24 months.
BMDF President Khairuzzaman Kamal, General Secretary Samsun Nahar Aziz Leena, Joint General Secretary Zainal Abedin Joy, and Executive Director of the Bangladesh Expatriates’ Development Society Shah Mohammad Taifur Rahman Choton, along with Legal Aid Service Director for Migrant Workers Advocate Kamruzzaman, were among the speakers at the event.
২০২৩-২০২৪ সালে ইতালি সরকারের দেয়া প্রায় এক লাখ দশ হাজার ওয়ার্ক পারমিটের বিপরিতে অভিবাসন প্রত্যাশী কর্মীর ভিসা প্রাপ্তির লক্ষ্যে ইতালি সরকারের প্রধানমন্ত্রী জর্জা মেলনীর সাথে দ্বিপাক্ষিক আলোচনার মাধ্যমে সমস্যার আশু সমাধানের লক্ষ্যে অন্তর্বর্তীকালীন সরকারের প্রধান উপদেষ্টা অধ্যাপক ড. মুহাম্মদ ইউনুসের হস্তক্ষেপ কামনা করা হয়েছে।
আবেদনে বলা হয়েছে, ইতালি সরকারের ঘোষিত ইমিগ্রেশন ডিক্রি ২০২৩-২০২৪-২০২৫ এই তিন বছরের নির্ধারিত বিদেশী কর্মীদের আইনী প্রবেশের প্রবাহের পরিকল্পনায় প্রদত্ব ৪৫২.০০০ কোটার অধিনে ২০২৪-২০২৫ সালের ইতালীয় মালিকদের আবেদনের পরিপ্রেক্ষিতে প্রায় এক লাখ দশ হাজার বাংলাদেশী কর্মীদের ওয়ার্ক পারমিট তথা N.O.C বা NULLA OSTA প্রদান করে।
ওয়ার্ক পারমিট অধিনে ২০২৪-২০২৫ সালে প্রায় এক লাখ দশ হাজার ভিসার আবেদন ইতালিয়ান দূতাবাসের ভিসা প্রসেসিং সেন্টার তথা VFS GLOBAL ITALY এর মাধ্যমে আবেদন জমা করা হয়। ইতালির ভিসা নীতির অধিনে ইতালিয় আইনে বলা হয়েছে, আবেদন জমার সর্বোচ্চ ৯০ দিনের মধ্যে দূতাবাস ভিসার আবেদন নিষপত্তি করবেন।
আবেদনে বলা হয়, বাংলাদেশী অভিবাসী কর্মী ইতালি সরকারের দেয়া ওয়ার্ক পারমিট হাতে নিয়ে অভিবাসন ভিসার আবেদন জমার জন্য অপেক্ষা করছে এবং ভিসা আবেদন জমা দেয়ার পরে ১২ থেকে ১৪ মাস যাবত ভিসা ডেলিভারির অপেক্ষায়। ইতালি হতে সরকার কর্তৃক কাজের জন্য ভিসার অনুমতি (N.O.C বা NULLA OSTA) প্রদানের পরেও গত ৬ মাস হতে ১২ মাসের মধ্যে ভিসা আবেদন জমা করার অ্যাপয়েন্টমেন্ট পাওয়া যাচ্ছে না। ফলে আবেদন জমা করতে পারছে না। আবেদনে আরো বলা হয়, ইতালিয়ান দূতাবাস ও তার অনুমোদিত ভিসা প্রসেসিং সেন্টার VFS GLOBAL কর্তৃক টাকার বিনিময়ে অ্যাপয়েন্টমেন্ট প্রদান ও ভিসার ডেলিভারি বিষয়ে অনিয়ম ও দুর্নীতি মাধ্যমে শত কোটি টাকা প্রতারনার মাধ্যমে হাতিয়ে নেয়া হয়েছে যার কোন সুবিচার কেহ পায়নি। ইতিমধ্যে ইতালিয়ান দূতাবাস ও VFS GLOBAL ভিসা প্রসেসিং সেন্টারের সাথে বারবার যোগাযোগ করার পরেও তারা তাদের কোন কথা রক্ষা করেন নাই। ভিসা প্রদানে কোন অগ্রগতি নেই। একজন অভিবাসী কর্মী ১২ থেকে ২৪ মাস পর্যন্ত কাজের অপেক্ষামান থাকা, আয় রোজগার না থাকা, বিদেশে যাত্রার প্রয়োজনে লক্ষ লক্ষ টাকা বিনিয়োগ করে ওয়ার্ক পারমিট পাওয়ার পরেও ভিসা না পাওয়ায় আর্থিক ক্ষতি সহ মানবেতর জীবনযাপন করছে।
বাংলাদেশ প্রবাসী উন্নয়ন সমিতির নির্বাহী পরিচালক শাহ মোহাম্মদ তাইফুর রহমান ছোটন জানান, অন্তর্বর্তীকালীন সরকারের উপদেষ্টা বরাবর আমরা বিষয়টি নিয়ে আবেদন পেশ করেছি। অন্তর্বর্তীকালীন সরকারের আইন, প্রবাসী কল্যাণ ও বৈদেশিক কর্মসংস্থান মন্ত্রনালয়ের উপদেষ্টা অধ্যাপক ড. আসিফ নজরুল সাহেবের দৃষ্টি আকর্ষণ করে আমরা ইতোমধ্যে একটি আবেদন জানানো হয়েছে।
ইউরোপে ইতালির মত একটি ধনী দেশ, বাংলাদেশের একজন নাগরিকের জন্য স্বপ্নের দেশ। একজন বাংলাদেশী বৈধ বা অবৈধ বাছ বিচার না করে, যে কোন মুল্যে ইতালি যাবার জন্য চেষ্টা করে। ইতালির কাজের স্পনসর এর মাধ্যমে বাংলাদেশ হতে বিগত কয়েক বছরে, কয়েক লাখ কর্মী ইতালিতে যাওয়ার কারনে বাংলাদেশের কর্মীদের মধ্যে যে কোন মুল্যে ইতালি যাবার একটা প্রতিযোগীতা রয়েছে। যার ফলোশ্রæতিতে আমরা প্রতিমাসেই অবৈধ ভাবে ইতালিতে যাবার চেষ্টা কালে ভুমধ্য সাগরে ডুবে মারা যাবার খবর পাই।
২০০৩ সালে শুরু হয়ে ২০১২ সালে একতরফা ভাবে ইতালি শ্রম বাজার বন্ধ হয়ে যায়। দীর্ঘ ৮ বছর পর ২০২০ সালে বাংলাদেশ হতে ইতালিতে অবৈধ ইমিগ্রেশন প্রতিরোধে ইতালি ও বাংলাদেশ দ্বিপাক্ষিক সহযোগীতা চুক্তি স্বাক্ষরিত হওয়ায় পুনরায় ইতালির স্পনসর সিসটেম তথা ইতালি সরকারের ঘোষিত ইমিেেগ্রশন ডিক্রি এর আওতায় বাংলাদেশী কর্মীদের অধিকার ফেরত পাওয়া যায়। কভিড এর পর ২০২১ সাল হতে পুনরায় বাংলাদেশ হতে কর্মীরা ইতালি ওয়ার্ক ভিসায় যাওয়া শুরু করে। সরকারের নিয়ন্ত্রন না থাকায় ব্যাক্তি উদ্দ্যেগে ২০২২-২০২৩-২০২৪ সালে শুধু মাত্র বাংলাদেশীদের প্রায় ৬০০.০০০ আবেদন রেজিষ্টার করা হয়। যার মধ্য হতে প্রায় এক লাখের অধিক আবেদন অনুমোদন করা হয়েছে বলে ধারনা করা হচ্ছে। অবশ্যই এরই মধ্যে উল্লেখযোগ্য সংখ্যাক ফেক ওয়ার্ক পারমিট আছে, ফলে মুলত ভিসা প্রদানের প্রক্রিয়াটি ঢাকাস্থ ইতালিয়ান দূতাবাসের জন্য একটি দুরহ পরিস্থিতি সৃষ্টি করেছে। ইতালি ও বাংলাদেশ দ্বিপাক্ষিক সহযোগীতা চুক্তি স্বাক্ষরিত হবার পর ইতালি সরকারে সহযোগীতা ও শ্রম বাজার উন্মোক্ত করার পরে এই সকল পরিস্থিতির জন্য বাংলাদেশ সরকার তার দায় এড়াতে পারে না। সরকার প্রয়োজনীয় পদক্ষেপ নিলে ইতালী ও ইউরোপে প্রতি বছর এক কোটি শ্রমিক ঘাটতির বাজারে অপরিসীম সুযোগ হাসিল করা সম্ভব।
শাহ মোহাম্মদ তাইফুর রহমান ছোটন আরো বলেন, ইতালি ও ইউরোপে এই মুহর্তে প্রায় এক কোটির উপরে শ্রমিক ঘাটিত রয়েছে TALENT PARTNERSHIP PROGRAM এর আওতায় ইউরোপী দেশ গুলি বাংলাদেশ হতে কর্মী নিতে চায়। এর মধ্যে ইউরোপীয়ান ইউনিয়নের সাথে বাংলাদেশ সরকার চুক্তি সম্পাদিত হয়েছে। ইউরোপের বিশাল শ্রম বাজারে প্রয়োজন অনুসারে যারা ভাষা ও কাজ শিখে দক্ষ হবে, তারাই সেই বাজারে প্রয়োজন পুরন করবেন এবং সফল হবেন। অবৈধ পথে নয়, এজন্য সরকারকে প্রয়োজনীয় ভুমিকা গ্রহন করতে হবে।
ইউরোপীয় অভিবাসন বিষয়ক সমন্বয়ক মোঃ বদিউজ্জামান বলেন, বর্তমানে ভিসা জমাকৃত ও জমা করার জন্য অপেক্ষমান প্রায় ১০০ থেকে ১১০ হাজার ইতালিতে অভিবাসন প্রত্যাশীর পক্ষ হতে ২০২৩-২০২৪ সালের ইতালি সরকারের দেয়া ওয়ার্ক পারমিটের বিপরিতে অভিবাসন প্রত্যাশী কর্মীদের দ্রæত ভিসা প্রাপ্তির লক্ষ্যে ইতালি ও বাংলাদেশ সরকারের দ্বিপাক্ষিক আলোচনার মাধ্যমে সমস্যার সমাধানে অন্তর্বর্তীকালীন সরকারের প্রতি দ্রæত হস্তক্ষেপের অনুরোধ জানিয়েছেন।
ইউরোপীয় অভিবাসন বিষয়ক সমন্বয়ক ও বিএমডিএফ ফোরামের যুগ্ম-সাধারণ সম্পাদক জয়নাল আবেদীন জয় বলেন, ইতালি দূতাবাসে জমাকৃত পাসপোর্ট ও ভিসা প্রত্যাশীর অধিকাংশই বিভিন্ন দেশ থেকে ফেরত আসা রেমিটেন্স যোদ্ধা অভিবাসী কর্মী। মধ্যপাচ্যে গিয়ে শরীরের ঘাম ঝড়ানো উপার্জিত সমুদয় অর্থ বিভিন্ন এজেন্টের হাতে তুলে দিয়েছে স্বপ্ন পুরনের আশায়। ইতালি অভিবাসন প্রত্যাশী সকল অভিবাসী কর্মীদের অনিশ্চয়তা, অন্ধকার জীবনের মুক্তি ও আলোকিত প্রবাস জীবন নিশ্চিত করতে দ্রæত কার্যকরি পদক্ষেপ নিতে, ইতালি ও বাংলাদেশ সরকারের প্রতি দাবী জানিয়েছেন।
লিগ্যাল এইড সার্ভিস ফর মাইগ্রেন্ট ওয়ার্কারের পরিচালক এডভোকেট কামরুজ্জামান ইতালীয়ান দূতাবাস ১২-১৪ মাস ধরে ভিসা প্রদান বন্ধ করার মাধ্যমে অভিবাসী কর্মীদের কাজের অধিকার খর্ব করা হয়েছে। তারা অনেকে বিভিন্ন দেশে কাজ ছেড়ে ইতালীতে যাবার আশায় বাংলাদেশে এসে ১৫-২০ মাস বসে আছে। ফলে তাদের ঐদেশের ভিসা ও কাজ দুইটাই বাতিল হয়ে গেছে এদিকে ইতালি ভিসা পাবার কোন গ্যারান্টি পাওয়া যাচ্ছে না। ফলে তারা ব্যাপক আর্থিক ক্ষতির সম্মুখিন হয়েছেন এবং পরিবার পরিজন নিয়ে মানবতার জীবন যাপন করছেন। আগামীকাল ৯ই সেপ্টেম্বর সাধারন ভুক্তভোগী ইতালীতে কাজের ভিসার দাবীতে নিজেরা স্বপনোদিত হয়ে অনশন কর্মসূচী গ্রহন করেছে। আমরা তাদের প্রতি সমর্থন জানিয়ে সবাইকে ৯ই সেপ্টেম্বর সকাল ৯:০০টায় গুলশান-২ এর ৮৩ নং সড়কে বিচারপতি সাহাবদ্দিন পার্কে সমবেতে হয়ে ভিসার সমস্যা নিরশনে দুই দেশের সরকার দৃষ্টি আকর্শন করতে শান্তিপূর্ন জমায়েতে আহŸান জানান।
বাংলাদেশ মাইগ্রেশন ডেভেলপমেন্ট ফোরাম (বিএমডিএফ) সভাপতি জনাব খায়রুজ্জামান কামাল বলেন, সমস্যা গুলির আলোকে বিগত দিনে আমাদের সমস্যা নিরসনের দাবীতে ভুক্তভুগীরা বিভিন্ন কর্মসূচি দিয়ে ইতালিয়ান দূতবাসের কাছে সমাধান চাওয়ার পর তারা বিভিন্ন ভাবে আশ্বাস দিয়েছেন, কিন্তু কোন সমাধান দিতে পারেনি। ঢাকাস্থ ইতালিয়ান দূতাবাসের ভাষ্য মোতাবেক প্রতিদিন তাদের ভিসা প্রসেসিং এর সক্ষমতা গড়ে ১০০ টি ও মাসে ২৫০০ টি। বর্তমানে প্রায় ৫০ থেকে ৬০ হাজার ভিসা আবেদন প্রসেসিং করতে তাদের প্রায় ২ বছর প্রয়োজন। এমতাবস্থায় আগামী ২ থেকে ৩ মাসের মধ্যে এই সমস্যা সমাধান করতে হলে ইতালিয়ান দুতবাসে ঢাকায় ১০ গুন সক্ষমতা বাড়াতে হবে। অর্থাৎ ইতালী পররাষ্ট্র মন্ত্রণালয় তার ঢাকা দূতবাসে ১০ গুন জনবল প্রেরণ করতে হবে। বিষয়টি গত এক বছর যাবত ইতালি সরকারের সিদ্ধান্তহীনতায় ঝুলে আছে যা অত্যন্ত জরুরী ভিত্তিতে সমাধান প্রয়েজেন।
